Richmond had one of the highest murder rates in the United States. So the Commonwealth's Attorney launched Project Exile -- a mandatory five-year federal prison sentence for anyone arrested with an illegal gun. Today, homicides and other forms of gun violence in Richmond have declined considerably. This was the awareness campaign
